Job Summary

JOB DUTIES AND RESPONSIBILITIES

    1. Duties of the Executive Scientist shall include:
The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office.
      1. Keep abreast of evolving and expansive legislation, policy and strategy at international and national level to inform operational programmes
      2. Proactively manage risk.in the interest of optimizing efficient and effective service delivery and programme outcomes.
      3.  Lead and manage a technical team within the Environment Regulation and Enforcement Section, including prioritisation and allocation of workload
      4. Line management responsibility for team members, inclusive of PMDS, time & attendance, training and employee wellbeing;
      5. Develop, implement and manage team plans, work programmes and procedures
      6. Manage the completion of the Recommended Minimum Criteria for Environmental Inspections (RMCEI) Plan for sign off.
      7. Dealing efficiently, effectively and professionally at all times with stakeholders including local authority staff, elected members, community groups, businesses and residents
      8. Manage the collation of data and completion of all relevant Department and other Agency returns, to include the EPA, NWCPO, WERLA, LAWPRO, etc.
      9. Responding to and resolving Environmental Complaints including taking relevant enforcement action, recommendations, reporting, issuing directions and statutory notices and ensuring that all are recorded and responded to in a timely fashion;
      10. Prepare summary and indictable files for submitting to Legal Advisors and the DPP for the prosecution of offences in breach of environmental legislation.
      11. Attend District Court and Circuit Court representing Kilkenny County Council as expert witness for criminal proceedings;
      12. Participate, liaise, and report to other local authorities, government departments and statutory agencies, including the EPA; Eastern Midlands WERLA; and LAWPRO.
      13. Implement structured engagement with Planning Department to support pre-planning/pre- application reviews as they relate to Environmental impacts/concerns and required permits.
      14. Assess, examine and make recommendation on applications for Permits, Licences, Certificate of Registrations and Grants administered by the Environment Section.
      15. Develop, implement and complete programme of site monitoring inspections, audits and validations, advising on the requirements under legislation and prepare and maintain reports on completed inspections;
      16. Monitor and inspect Development Sites to assess Construction Environmental Management Plans and Resource Waste Management Plans.
      17. Liaise with An Garda Síochána and engage in multi-agency meetings as required.
      18. Manage the development and completion of Environmental Risk Assessments;
      19. Contribute to and develop Environmental Initiatives, Funding Applications, Project Selection, Management and Delivery.
      20. Assist and lead on the implementation of Circular Economy policies and initiatives;
      21. Implement and manage use of Technology such as Drones, Survey Equipment, Overt and Covert CCTV to detect environmental breaches.
      22. Develop and implement improved use of technology for the collation and mapping of inspections by the Enforcement Teams, ensuring full compliance with the Organisations data management systems ;
      23. Prepare and contribute to Monthly and Annual Implementation Reports.
      24. Manage the collation of data as required in preparation of Data Protection, FOI and AIE Requests, Management Reports and Public Presentations;
      25. Oversight, monitoring and reporting on expenditure and income of allocated budget, including recouping of all available grants and funding.
      26. Prepare tender requests for services and purchase of instruments and materials.
      27. Sourcing, recommending and managing the appointment of consultants and/or contractors as required in full compliance with the Organisations Procurement Policy;
      28. Ensure compliance with Kilkenny County Councils H&S protocols and standards to support implementation of ISO45001.
      29. Carry out all assigned duties in a politically neutral and impartial manner to enhance public trust and confidence in the local authority decision making process
      30. Participate & take part in the duties as required as part of the Organisational response to Climate Action to promote & ensure capacity building, empowering change and delivering action.
      31. Act or deputise for senior personnel in their absence as required.

The particular duties and responsibilities attached to the post of Executive Scientist may vary from time to time without changing the general character of the duties or level of responsibilities entailed. The post holder may be required to perform duties appropriate to the post, other than those detailed above and to take instruction from and report to an appropriate officer or such designated officer as may be assigned from time to time by Kilkenny County Council.
