Westmeath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent and fixed term contract posts for the position of I.S. Analyst Developer will be drawn.  The I.S. Analyst Developer role includes Operations, Network Infrastructure & Service Delivery functions. The I.S. Analyst Developer is a senior, technical post within the IS department and the successful candidate will report to and work closely with their I.S Project Leader.

From a technical competency perspective, a key requirement of the successful candidate will be that they have significant, recent, demonstratable, hands-on technical network infrastructure skills (both from an implementation and support perspective) and that they have knowledge of managing a Help Desk.

Required technical skills are detailed in subsequent sections of the booklet.

Key Duties and Responsibilities:
This is technical role and duties and experience include but is not limited to the following:

• Day-to-day management and support of the ICT Infrastructure and Operations Environment and ICT Help Desk.
• Analyse and support the Councils infrastructure including, servers, desktops, hyperconverged infrastructure, disaster recovery, managed print services, printers, communications, wireless and telecommunications links and devices, networks and all associated software and systems.
• Assist in supporting components of the ICT environment such as Windows server, Active Directory, VMware, Azure, Intune etc.
• Enforce and support the Councils security policy, including firewalls, antivirus, backup and disaster recovery systems encompassing hardware, software and communications technologies.
• Act as a senior internal ICT specialist, leading where necessary in the delivery of solutions to complex technical issues.
• Support business applications in use within the Council.
• Proactively develop the ICT infrastructure environment. This may include strategically selecting those services best provided in-house and those best provided by third parties, including cloud services.
• Keep abreast of information technology evolution and identify opportunities for such technologies to be utilised by the Council.
• Assist in staff management.
• Assist in ensuring the service desk provides a quality service to the staff and members of Westmeath County Council.
• Assist in ensuring that the ICT environment can deliver a comprehensive, cost-effective service that meets business requirements and is aligned with the Council’s polices and strategic aims and objectives.
• Assist in ensuring business continuity and disaster recovery technologies and processes are appropriate to the organisation’s needs and risk management policies.
• Write and maintain the necessary documentation for solutions and systems under their portfolio.
• Assist the ICT Helpdesk team by providing second level support.
• Provide mentoring and in house training to the Helpdesk team when required on new technologies and new policies and procedures.
• Contribute to the review and implementation of ICT Strategy.
• Any additional work assigned as required within the ICT Section.
