Job Summary


Meath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent and fixed-term contract vacancies for the position of Environmental Technician Grade I shall be drawn.
 

  • The duties of the post of Environmental Technician Grade 1 include, but are not limited to:
  • Implementation of national legislative requirements, European Union (EU) Directives and Environmental Protection Agency (EPA) standards regarding surface water quality and wastewater;
  • Compliance and Enforcement in compliance with the Local Government (Water Pollution) Act 1977 as amended and the Good Agricultural Practice for the Protection of Waters Regulations 2022 (GAP Regs);
  • Perform farm inspections in accordance with EPA guidance and the GAP Regs;
  • Prepare and submit cross compliance reports to the relevant Government Department, as required by the GAP Regs;
  • Engage with farmers to identify and manage risks to water quality arising from their farming operations;
  • Carry out assessments of Nutrient Management Plans relating to the landspreading of fertilizers;
  • Review planning applications regarding water quality issues and compliance;
  • Assist with the Statutory Water Framework Directive sampling programme and ensure that it is completed to a high standard;
  • Perform moderate to complex sampling investigations for river assessment work and water pollution incidents;
  • Report to the EPA on RMCEI and inspections carried out;
  • Carry out Statutory Septic Tank inspections under the EPA’s National Inspection Plan and use EPA Apps for uploading of Septic Tank and incident inspections;
  • Preparation of monitoring strategies for rivers and lakes and implementation of same;
  • Licensing and monitoring in respect of Discharge Licences.
  • Investigation of environmental pollution incidents, evaluation and reporting;
  • Monitor, inspect and enforce activities as per environmental and water services legislation;
  • Ensure adherence to strict sampling and analytical protocols for the purpose of legal proceedings;
  • Prepare reports on the implementation of EU Directives and interpretation/evaluation of results;
  • Compilation and submission of water/wastewater sampling results to EPA;
  • Sample and carry out analysis of surface water and small private regulated drinking water supplies;
  • Undertake incident reporting and follow up including interaction with statutory bodies including Health Service Executive (HSE), EPA and IW;
  • Investigate and deal with water/wastewater customer queries or complaints;
  • Sample and carry out analysis for well-grant applications on a county wide basis;
  • Undertake inspections/audits of private Group Water Schemes and private regulated water supplies, and reporting and following up on same in order that required issues are addressed
  • Serve statutory notices in relation to breaches of water/wastewater legislation and where necessary assisting with prosecutions;
  • Use Technology such as Drones, Survey Equipment, Overt and Covert CCTV to detect environmental breaches and use GIS, such as Arc GIS mapping systems.
  • Prepare tender and contract documentation, assess tenders, and make recommendations on same.
  • Communicate on the climate action targets and particular climate action initiatives, including proactive engagement on social media and other forms of media;
  • Assist in the roll-out of programmes and campaigns, which promote climate action amongst management, staff, elected members, stakeholders and communities.
  • Lead and assist on climate action projects and promote the Sustainable Development Goals (SDGs) across the local authority and with stakeholders.
  • Promote and implement required health & safety standards, including the Meath County Council Safety Management System;
  • Any other duties that may be required from time to time.
