Job Summary

Applications are invited from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent or temporary vacancies for the position of Executive Scientist (Landfill Manager) in Monaghan County Council shall be filled.

The Role

Monaghan County Council is responsible for the operation and management of the Scotch Corner landfill site located at Letterbane, Annyalla. Whilst waste is no longer accepted at the facility, the landfill is now in the aftercare phase which requires management of the facility in accordance with the strict EPA licence requirements. The site still requires significant ongoing site maintenance, landfill gas management, and leachate management including leachate collection and disposal for treatment.

In addition to the Scotch Corner facility there are five other closed (historical landfills) in the County.  Under the Waste Management (Certification of Historic Unlicensed Waste Disposal and Recovery Activity) Regulations 2008, Monaghan County Council is currently progressing a program of work in respect of the closed landfills with a view to getting all sites authorised and remediated in the coming years in line with EPA requirements.  Whilst the person appointed to the role will be employed as an Executive Scientist with primary assignment to the role associated with the ongoing management of the Scotch Corner landfill, he/she will also be involved in the work program to regularise and remediate the five closed landfills in the county.

The landfill manager is a key support role within Monaghan County Council’s Environmental Services unit and the person appointed will work under the direction and management of the Senior Executive Engineer. The role involves supporting management and work colleagues and leading the landfill team to meet work goals and objectives.

The qualifications for the position of Executive Scientist (Landfill Manager) are as set out hereunder: -

The ideal candidate
It is desirable that candidates demonstrate through their application form and at the interview that he/she has: -

  • Good administrative, report writing, and IT skills
  • An ability to achieve targets as an individual and as part of a team.
  • An ability to build relationships with internal and external stakeholders.
  • Strong verbal and written communication skills.
  • Strong organisational, negotiation and problem resolution skills.
  • A good understanding and working knowledge of Health & Safety standards and requirements including risk assessments.
  • Knowledge and experience of environmental legislation.
  • Strong technical capabilities.
  • Experience in the supervision and control of staff.
  • A sound track record of delivering results.
  • A strong foundation and ability in the use of technology.
  • Flexibility in terms of working hours as the duties can involve working outside of normal office hours as required.
  • Have a strong sense of ownership of their work and attention to detail.

The Executive Scientist (Landfill Manager) shall perform such duties as may from time to time be assigned in relation to employment and as may be appropriate to any function of the Environment Section and shall carry out such instructions as may be given in relation to the performance of their duties.
The actual duties will include but are not limited to the following:

  • ensuring compliance with the Scotch Corner Waste Licence (W0020-02), including reporting, sampling, record keeping, etc.
  • preparing reports and responses to EPA following any notifications and uploading of same to the EPA communication system (EDEN Portal Website)
  • managing and engaging with EPA personnel inspectors during site visits including annual site audits
  • responding to EPA queries and requests.
  • Progression of site maintenance works as required
  • landfill gas and odour management and reporting
  • leachate management
  • surface water sampling, monitoring and reporting
  • ground water sampling, monitoring and reporting
  • leachate sampling, monitoring and reporting
  • SCADA & Telemetry management
  • liaison and management of 3rd Party Contractors
  • organising and managing the maintenance of the mechanical and electrical systems at the site
  • monitoring and balancing of gas wells which may include leachate/condensate measurement, leachate/condensate dewatering and reporting
  • air emissions assessment
  • nuisance monitoring and control
  • management of incidents and complaints and reporting of same to EPA.
  • dealing with emergency situations on site particularly during extreme weather events.
  • progression of Compliance Investigations initiated by the EPA.
  • preparation of the Annual Environmental Report and other quarterly/annual reports as required under Waste Licence (W0020-02).
  • preparation for the Request for Quotations/Tenders for specific projects relating to landfill works/services.
  • regular reporting on progress of projects and on daily operational activities
  • supervising consultants and contractors
  • preparation and management of annual landfill site budget.
  • management of financial provision for CRAMP and Section 53A costs at the Scotch Corner site
  • management of concession contract for the recycling centre located adjacent to Scotch Corner landfill facility.
  • preparation and management of technical amendment applications lodged with the EPA
  • taking a pro-active approach to preventative maintenance and site management
  • all activities required to ensure the appropriate restoration and aftercare of the landfill
  • ensuring compliance with other historic/legacy landfills in the County, including sampling, reporting, record keeping etc.
  • any other duties necessary to ensure proper management of Scotch Corner landfill and other closed landfills in the county
  • to participate in corporate activities and responsibilities appropriate to the grade
  • ensure compliance with Health and Safety legislative requirements, policies and procedures and safe systems of work
  • to undertake any other duties of a similar level and responsibility as may be required, including as part of any assignment arising from changes to Environmental operations involving Scotch Corner landfill and the closed landfill sites.
These duties are indicative rather than exhaustive and outline the main functions and responsibilities of the post of the Executive Scientist (Landfill Manager) and may be subject to change in the future. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above and to take instruction from and report to an appropriate officer or such designated officer as may be assigned from time to time by Monaghan County Council.
