Applications are invited from suitably qualified persons to fill the role of Machinery Yard Supervisor in Monaghan County Council. The post holder will, on appointment, be responsible for the daily running of the Plant and Machinery Yard and Monaghan County Council’s salt barns in Lislanly and Knockaconny. The Machinery Yard Supervisor will report to the Machinery Yard Engineer or other duly authorised person within the Roads Department.
DUTIES AND RESPONSIBILITIES
The Machinery Yard Supervisor will be required to carry out all the duties allocated to him/her by the Council under the direction and supervision of the relevant supervisor, which will include but are not limited to:
Supervision, control and management of a team of manual staff and skilled technicians / mechanics attached to the Machinery Yard, providing guidance, support, and organising training as needed.
Supervision and direction of all Machinery Yard operations, including allocation of machines to operators, coordination and deployment of plant movements, and management of driver and employee access to automatic gates at the Machinery Yard and depots.
Management of Monaghan County Council’s fleet, including ensuring that all maintenance works, and statutory checks are programmed and recorded using Monaghan County Councils Fleet Management System.
Monitoring and reviewing the progress of work orders, ensuring that deadlines are met, and any issues or delays are promptly addressed.
Checking staff wage sheets and accounts for plant hire or work done incidental thereto for onward certification by the Line Manager.
Management of the Machinery yard’s fuel stock system, including monthly reporting on Monaghan County Councils Agresso System.
Organising the hire plant for or on the behalf of engineers; ensuring that all hired plant is insured and certified in accordance with legislative and council regulations.
Ensuring that the statutory Health & Safety requirements and Monaghan County Councils procedures are complied with in the machinery yard, workshop and salt barns. Ensuring that the Machinery yard and salt barns are well maintained and kept tidy.
Assisting and advising in the sale of obsolete plant and machinery and identifying plant for upgrade or replacement.
Providing on-call service when required for emergencies – Storm damage, winter maintenance etc.
Dealing with members of the public in a courteous, prompt and efficient manner, and participating fully in any initiative aimed at improving customer satisfaction/quality of service to the community.
Participating as required in the evaluation of subordinates and appraisal by the machinery yard engineer.
Participating as required in training provided by Monaghan County Council.
Reporting regularly and carrying out any other instructions that may be given by the Machinery Yard Engineer from time to time.
Maintenance and repair of solar panelled school flashing lights, programmed on a three-year lifecycle or when school time changes. Ensuring that there is a sufficient level of parts available.
Arranging vehicle maintenance, taxing, insuring and testing
Compliance with Monaghan County Council procurement policies and procedures
Carry out such other duties as may be assigned from time to time.
In addition, the Machinery Yard Supervisor will be responsible for: -
Store Duties
Management of Monaghan County Councils store facility and outdoor compound in the machinery yard. Including distribution of Personal Protective Equipment (PPE), VMS and Signage. Organising procurement and payments for all machinery yard and salt barn operations i.e. fuel, parts, materials, store stocks and signage as required.
Surface Dressing & Winter Maintenance Duties:
Ensuring that all plant is calibrated and serviced, and that all necessary resources are in place prior to Monaghan County Councils annual Surface Dressing and Winter Maintenance Seasons.
Liaising with the Roads design office personnel during the Surface Dressing Season and Winter Maintenance Seasons to help provide an efficient service to the MDs
Managing and maintaining salt and brine stock levels and facilities to ensure adequacy for winter maintenance operations.
Supervising Winter maintenance/surface dressing staff during downtime.
In addition, the Machinery Yard Supervisor will be expected to: -
Ensure compliance with organisational policies, procedures, and legislation.
Support and participate in the establishment and maintenance of improved standards and quality initiatives.
Demonstrate flexibility and mobility consistent with the needs of the service including the use of new technologies.
Co-operate with the familiarisation/instruction of other employees where appropriate.
Manage and maintain resources effectively and efficiently.
Operate such systems (including information technology) as are necessary to achieve maximum efficiency in the position.
Contribute to the development of effective teams.

The person employed will be required to perform assigned duties exercising a duty of care, in the interest of safety of oneself, fellow employees and the public, at all times in compliance with Monaghan County Council’s Health & Safety Management System. Working in a safe manner, in full compliance with the relevant safety legislation and construction regulations, will be the primary responsibility of the Machinery Yard Supervisor.
