Job Summary

The Finance Management System Support Manager will lead out on the managing and supporting of the administration of the Finance Management System Modernisation Programme at the Local Authority level. The person will be responsible for co-ordinating all aspects of this project, guiding the Local authority through all 14 projects with responsibilities tailored to whether the Authority is piloting, validating or rolling out specific elements. This includes oversight of the change Management workstream, which involves migrating and creating reports in the Information Browser, transitioning users from back office/desktop systems to web interfaces, and ensuring appropriate data cleansing within the Agresso database. The person is responsible for staff scheduling and allocations, communication and information sharing, programme co-ordination and process improvement and assembling the temporary team required to deliver this project over a three-year period.
The person will also be responsible for overseeing and strengthening the governance and process control within the Finance Directorate of Clare County Council consequential on the additional new tourism structure. Responsibility for overseeing, verifying and interfacing the migration of data from Shannon Heritage DAC systems to Agresso will also come under this role. The person will have responsibility for monitoring and assisting with implementing /improving internal controls and checks to ensure good financial control and safeguarding the assets of the council. 
Developing and delivering a suite of Agresso training to be rolled out to all staff including Clare Tourism DAC staff will also come under this role.
 

Each candidate must, on the latest date for receipt of completed application forms

  1. (a) have obtained at least Grade D (or a Pass), in Higher or Ordinary Level, in five subjects (or four subjects if Irish is included) from the approved list of subjects in the Department of Education Established Leaving Certificate Examination or Leaving Certificate Vocational Programme including Irish and/or English and one of the following: Mathematics, Accounting, Business Organisation or Economics, and
(b) have obtained at least Grade C (or Honours) in higher level (or Honours) papers in three subjects in that examination (or two subjects if Irish and/or one of the following is included: Mathematics, Accounting, Business Organisation or Economics) or

   (ii)              have obtained a comparable standard in an equivalent examination, or
  1.     hold a third level qualification of at least degree standard, and
  2.   have satisfactory experience in administrative procedures, including adequate practical experience in work of an executive nature, office organisation and control of staff.
