Job Summary

Cork County Council is seeking applications from suitably qualified candidates with relevant experience, who wish to be considered for inclusion on a panel from which vacancies for General Services Supervisor Roads (Bandon/Kinsale MD) may be filled.

The initial assignment for the position will be based in Kinsale, Co. Cork.

The General Services Supervisor is an outdoor, frontline, supervisory line management role which includes responsibility for management of staff. The General Services Supervisor is also one of the Council’s key representatives on the ground on a day to day basis and is often the first point of contact in emergency and crisis management situations. The ideal candidate will be a highly motivated adaptable and flexible person, with a strong sense of commitment to delivering quality public services who must also demonstrate a clear knowledge and understanding of:

  • Local authority services, its key stakeholders and relationships.
  • Local government structures and its democratic role and mandate.
  • Health & Safety legislation and regulation.
  • Importance of fostering and maintaining wide ranging productive working relationships both internally and externally to the organisation.
  • Public Service values.

 

The General Services Supervisor (Roads) shall arrange under the direction of Area Engineer/Executive Engineer/District Supervisor or any person designated by the Council’s Senior Engineer, the efficient execution of all works within their respective Municipal District of Cork County Council and discharge all other duties related to his/her work including those set out hereunder:

The person appointed will be required:
 

  1. To supervise, motivate and direct staff in his/her area and all works in their charge, including organising and planning work such as surface dressing, road strengthening and repairs, road maintenance, drainage works, pipe laying, repairs to bridge/culverts, general concrete works, or any other works, and including compliance with the provisions of the Safety, Health & Welfare at Work Acts, under the direction and supervision of the appropriate supervisor and other supervisory staff.
  2. Write clear and accurate reports and submission of same as required and to organise and co-ordinate repair crews to these requests.
  3. To be responsible for the provision of a safe working environment for all employees and the general public, on all work assigned to him/her.
  4. To carry out all duties assigned to him/her by the Area Engineer, Executive Engineer/District Supervisor or other Supervisor.
  5. To liaise between the Area Engineer/ Executive Engineer/District Supervisor and all other staff under his/her supervision.
  6. To report at normal starting time to anywhere within the Municipal District functional area.
  7. To deal with queries and complaints from members of the public in a courteous, prompt and efficient manner and to keep the Area Engineer, Executive Engineer or District Supervisor informed of such dealings.
  8. To furnish relevant reports when required.
  9. To keep daily records and measures of all plant, labour and materials on works assigned to him/her and submit same daily to the Area Office.
  10. To prepare work schedules and costings and to submit weekly pay sheets & diaries.
  11. To investigate complaints, write clear and accurate reports and submission of same as required.
  12. To respond to reasonable requests for assistance by other bodies/Members of the public and to carry out duties outside normal working hours.
  13. The holder of the post must make themselves available to respond to accidents and emergency situations including flooding, storm damage etc, when required.
  14. The holder of the post must make themselves available for inclusion in the Area’s Emergency Out of Hours On- Call Rota.
  15. To report immediately, the circumstances of any inefficiency or unsatisfactory work or service in his/her charge and to carry out the direction consequent on such reports.
  16. To liaise with and supervise work carried out by contractors / sub-contractors engaged by the local authority.
  17. To ensure Council machinery is maintained appropriately and to be responsible for maintenance of stocks of supplies to suitable levels.
  18. He/she may be required to drive a car/van in the course of his/her duties.
  19. The GSS will act for the District Supervisor when off on leave.
  20. He/she will be required to operate all equipment provided, including any new technology which may be introduced in the future.
  21. To use as directed and upon receipt of appropriate training, Information Technology equipment, including personal computers, handheld technologies, and other equipment as directed.
  22. The holder of the post will be required to avail of modern communications, such as mobile phone and/or car radio, as directed.
  23. To keep the Area Engineer, Executive Engineer or District Supervisor advised on all matters which may be of importance in the interest of the County Council and to liaise with other sections of the Council on works and emergencies.
  24. To comply fully with any safety statements, policy and directives in force from time to time and wear protective clothing, footwear and other equipment issued. He/She shall comply with Cork County Council’s requirements under the Health & Safety Acts. Specifically, he/she shall operate the Safe System of Work Plan (SSWP) in preplanning work and sites to identify hazards and assess particular risks and develop controls that can be put in place.
  25. To participate in training provided by the County Council and to facilitate training of Staff.
  26. To participate as required in evaluation of staff and appraisal by Area Engineer or another relevant manager.
  27. He/she will be required to carry out duties involving manual labour.
  28. To carry out any other duties that may be assigned from time to time.
