Job Summary

  1. JOB DESCRIPTION
    1. ROLE
Kilkenny County Council has an ambitious capital programme for the delivery of key infrastructure across the City and County over the next 5 years. This includes, but not limited to, residential schemes, transport infrastructure, pedestrian spaces, sport and community infrastructure. Its current capital budget projects have a spend of approximately €832 million. The planning and delivery of such a programme requires committed and competent professionals with the necessary skills and expertise to deliver for Kilkenny.

Kilkenny County Council is inviting applications from suitably qualified persons to fill the position of Senior Project Manager. A panel will be formed from which temporary/contract vacancies will be filled during the lifetime of the panel.

The person/s appointed will work under the direction and control of the Senior Engineer or other officer designated by the Director of Services or the Chief Executive.
  1. JOB DUTIES AND RESPONSIBILITIES
    1. Duties of the SENIOR Project MANAGER shall include:
The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office.  The Senior Project Manager will be required to supervise work on all stages of the assigned projects from inception to completion including:
 
      1. Implement the agreed strategies as directed by the Senior Engineer and or
      the Director of Services
      1. Manage staff and promote the training and development of such staff.
 
      1. Identify and agree individual work programmes, targets and deadlines and
     ensure their subsequent implementation and delivery.
      1. Supervise the management of stakeholder relationships and the sign-off of
     defined project objectives.
      1. Supervise the establishment and management of overall project budgets.
 
      1. Supervise the production of a ‘Master Project Schedule’ and scheduled
      reports on scope, budget and timescale delivery against “Baseline” targets.
 
      1. Preparation of tender documents for services and works contracts including
      tender assessment and recommendation.
 
      1. Lead on the delivery of all assigned projects from inception through to
     completion stages
 
      1. Engage with and manage relationships with funding providers and manage /
      assist in the preparation of capital funding applications and subsequent
      project reporting and grant drawdowns.
 
      1.  Liaise with land and property owners, or their agents, and assist with the
      acquisition of lands required to deliver specific projects.
 
      1.  Manage relationships with key national stakeholders including for example
      the Department of Housing, National Transport Authority, Department of
      Rural Development and Community and the Gaeltacht.
 
      1.  Ensure that projects are delivered in accordance with the public spending
      code.
 
      1.  The management of Design Teams to ensure that projects proceed in an
           effective and timely manner.
 
      1.  Manage critical stakeholder relationships, establish defined project objectives
      and obtain “sign-off” of agreed project objectives.
 
      1.  With the support of project stakeholders and project team members, produce
      a project “Risk Register” and “Risk Mitigation Plans” for all potential high
      impact risks.
 
      1.  Produce monthly detailed financial appraisal for projects and progress reports
      comparing actual performance against the base-line budget, timescale and
      scope and the management of risk.
 
      1.  Review the project costings as the cost plans are refined with the progression
      of detailed design. Ensure budget targets are maintained with immediate
      reporting of variance. This should include completing monthly expenditure
     reports and ensuring accurate and timely draw-down of any scheme funds
      from Central Government and other Agencies.
 
      1.  Attend and represent the Council at any conciliation and arbitration
      processes.
      1.  Close out the project effectively including preparation of final account and post
       project review.
      1.  Co-ordinate between the various teams and stakeholders involved on each
           given project.
      1.  Chair and record, as required, client, stakeholder, design team and
           construction progress meetings.
      1.  Act as Employers Representative as required.
      2.  Manage public consultation processes.
      3.  Ensure that all Statutory Requirements are met in the delivery process.
      4.  Manage performance, conduct and attendance of any direct reports.
 
      1.  Represent the Council at a variety of meetings, undertake presentations and
       prepare any necessary reports for such meetings as required.
      1.  Any other duties as assigned.
