Waterford City and County Council is establishing a panel for the post of Executive Engineers from which both Permanent and Temporary Posts will be filled for the Tramore House Regional Design Office. The Executive Engineer will be expected to:
arrange for thedesign, implementation and project management of national road improvements projects in accordance with TII standards and procedures and statutory procedures
design, implementation and project management of active travel / greenway projects in accordance with TII standards and procedures and statutory procedures
operation and maintenance of active travel / greenways as and where required.
designing and preparing contract documents, tendering, drafting recommendations on appointment of successful service providers and contractors.
prepare and manage work programmes
supervision and contract administration of service and works contracts.
managing and Supervising staff including assignment of duties and workloads and identification of training needs
identifying opportunities for improvements or achievements of efficiencies in service delivery.
maintaining and proactively developing a culture of Health and Safety in the workplace.
ensuring compliance with Health and Safety legislation and regulations, and Waterford City & County Council’s Safety Management Systems.
ensuring works are implemented in compliance with all relevant legislation and regulations including planning and procurement requirements.
implementation and development of in-house quality management systems.
dealing efficiently, effectively and professionally at all times with stakeholders including but not limited to Department of Transport, TII, NTA, relevant Government Departments, Local Authority staff, elected members, landowners, the public, community groups, businesses, and residents.
liaising with and responding to other local authorities, government departments and statutory agencies where required.
compiling, preparing and presenting reports as necessary to a variety of stakeholders including organisation of public consultation meetings and processes.
preparing and presenting reports to the Council, Municipal Districts, Strategic Policy Committees or other fora where required.
carry out duties in a politically neutral manner, with a clear understanding of the political reality and context of the local authority.
deputising for the Senior Executive Engineer or other senior grade when required.
undertaking any other duties of a similar level and responsibility, as may be required or assigned, from time to time
The Person: Candidates will demonstrate through their application form and at the interview that he/she has/is:
excellent communication and interpersonal skills
self motivated with a record of demonstrating initiative in a work place environment
sufficient knowledge and understanding of engineering works
good judgment and problem solving skills
competency in the area of information technology
current class B drivers licence and access to own car
flexibility in terms of working hours as the duties can involve working outside of a normal office hours as required
Qualifications
The Minister for Housing, Planning, Community and Local Government has declared that the qualifications for the position of Executive Engineer shall be as set out hereunder;
Character
Candidates shall be of good character.
Health
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education and Experience
Candidates shall hold an honours degree (level 8 in the National Framework of Qualifications) or equivalent professional qualification in Engineering;
Have at least five years satisfactory relevant engineering experience, including for a period of not less than three years, satisfactory experience in planning, design or construction of major road works projects
Possess a high standard of technical training and experience
Possess a high standard of administrative experience
Applications will be shortlisted on the basis of experience in Civil Engineering work and experience in planning, design or construction of major road work projects.
Desirable requirements
It is desirable that candidates have:
Knowledge of Health & Safety legislation and safety regulations.
Have satisfactory experience in the management of staff and in organising and implementing work programmes;
The ability to demonstrate good analytical and IT skills.
Demonstrate experience of the development and progression of national road schemes, active travel or greenway schemes in compliance with applicable legislation, standards and guidelines as detailed in governance documents of DoT, TII and Local authorities.
Demonstrate experience in the delivery of major infrastructural projects through statutory processes of compulsory purchase of lands and Environmental Impact Assessment.
Demonstrate experience in the operation and maintenance of national roads, active travel or greenways.
High level of technical and engineering competence in implementing and project managing all phases of civil engineering projects preferably road projects, active travel or greenway projects.
Evidence of self-sufficiency, being capable of evaluating proposals and identifying improvements on a proactive basis and adapting readily to change.
Candidates must hold a current valid unendorsed driving licence in respect of Category B vehicles
