Westmeath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent and fixed term contract posts for the position of
Executive Technician will be drawn.
 

Key Duties and Responsibilities:
Duties undertaken will include, but are not limited to the following:-
 

• Liaise with road engineers to supervise contractors and ensure that works are carried as per specification and in compliance with the design requirements.
• Display knowledge of regulations; water, traffic management, construction, planning, building control and others as deemed appropriate.
• Possess technical training and experience in the use of AutoCAD, EXCEL, and have a working knowledge of Mapinfo, ArcGIS, Autoturn Keylines Pavement Management System, and Prime 2.
• Be experienced in site surveying using GPS, total stations, automatic levels and in the preparation of preliminary design plans, detail design drawings, and setting out files.
• Ability to prepare material for presentation, meetings, publication and exhibition;
• Demonstrate ability to work in a team environment and communicate effectively with a range of stakeholders.
• Have a satisfactory knowledge of the technical aspects of local authority work and in particular the design drawings of transportation projects.
• Have the ability to plan and organise a large workload.
• Have adequate experience in dealing with a high standard and satisfactory administrative ability.
• Possess satisfactory knowledge of health and safety legislation and regulations and adherence to the Council’s corporate health and safety systems and implementation of department and section health and safety controls, including those relating to risk assessments.
• Represent the County Council at a variety of meetings.
• Interact with members of the public, providing information and informing them of upcoming works.
• Have satisfactory experience and competence in the supervision, management or inspection of construction and/or Civil engineering work;
• Be responsible for the efficient use of resources including labour, plant and materials when supervising the above.
• Develop project plans, calculate project activity cost, identify resource requirements and record project activities. 
• Prepare procurement recommendations and adhere to procurement guidelines.
• Prepare technical specifications.
• Read and review maps, technical drawings and structural specifications.
• Use computer aided drafting or design software for design, drafting or other engineering tasks where required.
• Use drafting, mechanical drawing or surveying techniques and equipment as required.
• Carry out any other duties that may be assigned by the Senior Engineer/Senior Planner/Senior Architect or his/her nominee from time to time.
